- Take heart, Arizona. Our leaders may be ready to cut funding for public schools … again. They may be prepared to nix hiring more probation officers unless Gov. Doug Ducey is allowed to pack the state Supreme Court even though even the chief justice says more justices aren’t needed. But thank goodness, we still enough public money left over to help build privately owned charter schools. The Senate Appropriations Committee on Wednesday approved a bill that would designate $100 million in public funds to be used to guarantee loans for charter school owers. The idea is that the state is helping them borrow money more cheaply so they can build more schools. Senate Bill 1531 is sponsored by none other than Senate President Andy Biggs, the guy who has single-handedly killed KidsCare even though it would cost the state nothing. Gov. Doug Ducey has been pushing this loan-guarantee plan since he took office, pitching it as a way to satisfy demand for schools with waiting lists. But the bill doesn’t actually require charter school owners to add so much as a single classroom in order to take out a publicly guaranteed loan. State guarantees also could be used by charter school owners to refinance existing loans or otherwise boost their businesses. I’m not sure how this bill would get around the Arizona constitution’s gift clause, which makes it illegal to “give or loan (the state’s) credit … to any individual, association or corporation.” Also not sure how what happens if the charter school owner defaults on a loan backed by public money. Actually, I am pretty sure about that. I’m also sure that the Koch brothers’ network of deep pockets – the one our governor spends so much time courting -- will be absolutely delighted with the plan. As for school kids who are about to see their budget cut in the coming year? Probably not so much.
